The Jewish problem cannot be resolved only in Zion because there is pressing material distress and the prospects of obtaining consent of the superpowers for Jewish settlement in the Land of Israel are slim. It is therefore necessary to find additional territories that can serve as a refuge for Jews and enable them to lead an autonomous life. (After leaving the Zionist movement in 1907, the Jewish Territorial Association (JTA) continued to look for a suitable territory, but without success).
